I'm Not Feeling "Bicycle Friendly"

Up front, I want to say that I’m an avid supporter of all things cycling.  That said, I’m not sure we are a “Bicycle Friendly” city.  We have the signs, we have the designations, the complete streets policy as well as tons of road bikers.  What we don’t have are safe streets and comfortable rides that allow kids, novices and the elderly to easily ride around our city.  If you don’t own spandex, you probably don’t bike much in Roswell and if you don’t live on a cul-de-sac or in a gated subdivision, your kids probably aren’t riding their bikes unsupervised much unless you are driving them to one of our destination parks.

Around the holidays the city even has Safe Play areas for children who received outdoor toys for presents.  The city blocks off a few parking lots at three of the city parks for children to safely play with their new toys.  This isn’t inherently a bad thing but just the fact that it is even necessary raises the question of whether we are truly a bicycle friendly community.  There will always be children who live near busy roads or in areas that are just plain inhospitable to safe cycling but there should be plenty of places to go in our city aside from a park parking lot.  If we had properly designed our city with connected streets and separated bicycle and walking paths, we would be much better off.  

The Bicycle Friendly community designation is administered by the League of American Bicyclists as part of its Bicycle Friendly America campaign and Roswell was the first city in Georgia to achieve the designation way back in 2006.  The campaign is laudable and well intentioned.  It has done and will do many great things to advance cycling.  There are five areas of measurement, known as the 5 E’s; Engineering, Education, Encouragement, Enforcement, Evaluation (& Planning).  The 2014 application has 90 questions across these five categories and I’m sure Roswell meets the criteria for the Bronze level certification that we have.

We have a fantastic advocacy group in Bike Roswell and there are many great events like the Criterium & Cycling Festival and the Mayor’s Ride.  The Roswell Loop is a long-term project that, when finished, will significantly upgrade pedestrian and cycling infrastructure in the city.  We will likely host a Gran Fondo road race in October which will bring between one and two thousand riders.  We have weekly rides during the warmer months and all classes of riders are welcome.  We have excellent parks such as the network of parks along the river that provide a great casual riding environment and Big Creek Park has mountain biking trails and the greenway.  Future plans call for a pedestrian and bike bridge that will span the Chattahoochee and a mixed-use trail that will make its way from the river to the square.  These are all great but don’t do much to get the general public out on their bike for everyday activities.

If you take issue with what I’m saying, ask yourself: 

  • How many plain clothed women have you seen cycling in Roswell?
  • How many people do you personally know that commute by bike?
  • How many of your regular destinations in Roswell have bicycle parking?
  • Would you feel comfortable if you children rode their bike anywhere within a half mile radius of your home without your supervision?

Likely answers: None, One, No Idea, Heck NO!

What does that say about our bicycle friendliness?  It may be semantics but I believe we are a (mostly) Pro Bike community and have miles to go before we are truly Bicycle Friendly. We need more and better bike friendly infrastructure.  Sharrows and signs are for show.  Bike lanes are good when done right but we truly need bike and ped paths.  We need to connect this city through our subdivisions, gated communities, retail centers and office parks by building mixed-use paths that will form a web of connectivity safe for all types of riders.  The city can create simple incentives to accomplish this in both new and existing developments.

Building a more interconnected city through an extensive multi-use trail network will fuel the local economy.  Bicyclists tend to shop locally.  They also tend to spend more when they shop, potentially due to gas savings.  Property along trails often sells at a premium.  For an example of how an area can be transformed by a simple path, look no further than the Old Fourth Ward in Atlanta.  The Beltline Eastside trail has been an amazing catalyst for change.  Businesses located along the trail are quickly opening up entrances that front the trail to capitalize on the foot and bike traffic and new residents are flocking to an area that even five years ago was a very rough part of town.

Bicycling is good for health, wealth, community and business.  The next time you hear about a development, ask yourself how that will impact the ability to bike in Roswell and keep pushing our leaders to become truly Bicycle Friendly.  Checklists and designations aren’t enough.  When women and children on bikes are as common as men in spandex, we will truly be Bicycle Friendly.  Until then, let’s continue to be Pro Bike.

Pedicabs Are Finally Here..

We first mentioned the possibility of pedicabs (aka Rickshaws) coming to Historic Roswell here on NUR way back in February of 2012.  That was when the city adopted an ordinance that allowed businesses to operate pedicabs in and around the Canton St area.  This is a fantastic addition to transportation options around our historic district.  It effectively increases the radius where someone living in the area would choose not to take their car to get to another destination.  I'm a supporter of anything we can do to get people out of their cars in the heart of our city.  I live here and walk as much as possible but this additional option will definitely make me reconsider taking the car for a few of the trips where we choose not to walk.

The pedicabs will begin operation this weekend starting on Nov 8th.  They will operate from noon until midnight Friday through Sunday.  The original map of approved operations shows that they will be allowed to go from Prospect Street on the north to King Street on the south and from roughly Liberty Lofts on the east to the end of Goulding on the west.  That is better illustrated by the map below.

I can't wait to try one out!

The Roswell Loop... A Project We Should Get Behind

I brought this up last month and wanted to expand on it. From what I can tell,much of Roswell is completely unaware of the Roswell Loop. It’s time to change that. Imagine a project that would completely transform the way our city gets around, a project that would change the way you connect with your neighbors, a project that would spur significant economic development. Imagine feeling comfortable letting your kids ride their bike a couple subdivisions over because they can get on a trail through neighborhoods instead of having to ride their bikes out to a main road to get to a friend’s house. Imagine being able to commute to work by bike without risking your life while choking on exhaust. Imagine safely riding your bike to get somewhere where you can safely ride your bike instead of driving your car to get to that place where you can safely ride your bike.  Novel idea...

The Roswell Loop makes all of this possible. It was hatched back in 2006 as part of a brainstorming session with the city and a consultant. The idea was to create an innovative solution to connecting our schools, parks and neighborhoods. It grew some legs and actually made it into our Transportation Master Plan. As an interconnected series of five loops that create a larger loop through our city, it would link our parks, schools, neighborhoods, natural amenities and historic center together to form a safe network of connectivity. It would also tie in with other trail networks like the Big Creek Greenway and Lower Roswell Rd Trail leading into Cobb County.

With a commitment and evidence of investment, developers would begin to develop along the trail network unlocking value in areas of the city that are stagnant. We have a number of examples of extremely popular multi-use trails around the region that have done just that. The PATH Foundation has been working to build these trails in the region for 20 years. They have built over 160 miles of trails to date. Many of these trails are nothing short of amazing. Adjacent neighborhoods and businesses use these trails as amenities and the trails themselves encourage development.

Think of the Big Creek Greenway, Silver Comet Trail or the Stone MountainTrail. These are all fantastic trails but most people, even those who live near them, still have to drive to get there. The Loop would enable people to ride or walk to the trail instead of hopping in a car to get there. Perhaps the most transformative trail in the region is the newly opened Beltline Eastside Trail that stretches from Piedmont Park to to just south of Inman Park in Atlanta. It is ar elatively short stretch at almost 2.5 miles but it connects a number of amenities and neighborhoods in a way no one in Atlanta would have imagined ten years ago.

In the past seven years, there has been more than $775 million in private investment within half a mile of the new trail. Visiting the trail on a weekend, it’s obvious why businesses that back up to the old deserted railroad tracks are now working to open new entrances to front the trail. Check out this time-lapse video from the Streets Alive event in October.  This was a week before it's offical opening.

Just eight weeks after it's official opening, the Woodruff Foundation committed $3M to extend the path further south.  The trail has created instant value in the form of a useful alternative route by foot or bike and given adjacent businesses additional visibility from passers by that are much more likely to stop by serendipitously than a car would be. Recent studies have actually shown that bicycle commuters tend to spend more when they visit local stores. It’s all starting to make sense.

So, back to this Roswell Loop idea. How do we make it a reality? First, according to Roswell DOT, we actually have about 15% of it in place. Those are parts of Old Alabama Rd, Willeo Rd, Azalea/Riverside Rd and Mimosa Blvd along with another two miles that are in design that should be completed in the next couple of years. In order to complete the remaining 85%, there are a couple of things we should do.

First, following the Beltline model, we should identify the segments that would see the most traffic and start those ASAP. We should consider offering incentives to developers who are interested in building along the trail as well as property tax incentives to residents who want to open up their property lines to create trail connections with neighboring subdivisions. We should market this project and get the Downtown Development Authority involved and consider bringing in partner organizations like the PATH Foundation. Additionally, the city should commit to the project by creating an official Pedestrian and Bicycle planand budget accordingly.

Finally, the loop should be branded and we should label the trails that already are in place. This network would increase quality of life by making the city easier to get around for all our citizens not just those who are fortunate enough to be able to drive. It would make Roswell more desirable to potential residents and business and we could become a model for suburban connectivity.

Bicycling - Safety vs Preference

I came across a great article today on what types of bicycling infrastructure is the most preferred and compares it to what type of infrastructure is the safest.  The studies cited go a little against conventional wisdom.  I really thought the scatter plot chart below was telling and city transportation engineers and DOT's should take note.  

The real surprise to me was that paved multi-use paths were the second most preferred type of infrastructure but they were also the second most dangerous.

Are Bike Lanes Safe? Not for This Guy.

If you've ever been riding in a bike lane only to find it blocked by a car or some other obstruction, you'll sympathize with this guy. After getting a ticket for not riding in the bike lane, he proceeds to film himself running into every bike lane obstruction he could find with the last being too ironic. I wish we had enough bike lanes that you could get a ticket for not riding in the bike lane.

Pedestrians, Parking and Prospect Park

It's been a while since the last update. Today's post primarily focuses on Roswell and Alpharetta. There's been a lot going on lately especially in Alpharetta. Enjoy!

Roswell

City Considering Ways to Warn Drivers of Pedestrians - Roswell Neighbor

Can we rephrase this headline please?  Do drivers really need to be warned of those dangerous and pesky pedestrians?  Now, protecting pedestrians from being killed is noble and it is needed in many areas.  So, I'm open to ideas.  I'm a little skeptical of the flag system that is going to be tested on Canton Street though.  I'm not sure how many people will actually use it.

Come on... Seriously, Bulloch Hall can totally share its parking lot.  Don't get me started on parking requirements.

This is relatively old news but I thought it was noteworthy.  Great cultural institutions are hallmarks of great communities.  Roswell lost a quality performing arts venue due to the economy.  Say what you will about the location of the venue, but it stinks to see good local businesses close.

Bob Strader summarizes some demographic data and makes some pretty good suggestions including one that I advocate which is for North Fulton to focus on integrating itself into a truly regional transit system.

This is a pretty bold idea but I like it.  Alpharetta is really leading the way on this one. 

Region

With a little help from Fulton County, It looks like Alpharetta is now winning in the sweepstakes to win the new campus for Gwinnett Tech.  I think this is a very logical choice and it will be hard for Gwinnett Tech to turn it down.  

This is an interesting post with good info. Lee over at Roots in Alpharetta makes the claim that "Alpharetta's previous generation of suburban planners served us well."  I do agree that Alpharetta is and has been experiencing a very successful 10-15 year span.  However, I'm not so sure that it is sustainable into the future.  I've written before that I believe we will start to see jobs migrate back to the downtown and inner-ring suburbs as energy prices increase.  If this prediction holds true, the jobs will leave Alpharetta quickly.  

I think this is a good concept at a bad time.  The city has approved a mixed-use development on a parcel of land owned by MetLife.  The timing is unfortunate considering that many people have a negative perception of mixed-use due to the failure of Prospect Park.  Let's remember that hundreds of other developments have also foreclosed during the past four years.   The failure of Prospect Park is not an indictment of mixed-use developments. 

Wells Fargo still won't do the right thing and deed the road to the city of Alpharetta.  So, I say Alpharetta should do a citywide boycott of Wells Fargo until they agree to deed the 90% complete road to the city which was to occur under the previous development agreement.  The road being open will make the property more attractive.  Just do the right thing Wells Fargo.

Since we were on the subject....

They have a long way to go but I'm glad to see them moving in the right direction.  I commuted to work by bike in Alpharetta for about 6 months and rarely felt safe.  Hopefully that changes.  The next headline will help that.

Beyond

Recent years have seen meaningful reductions in vehicle miles traveled as well as traffic deaths.  In fact, last year traffic deaths reached a 50+ year low.  However, this article goes into ways that the government could further reduce traffic deaths.  The one thing that was strikingly absent was the easiest of all... encourage less driving through policies that encourage walkable neighborhoods.

Build the Roswell Loop

This is the 18th post in a series of posts this December that will chronicle the 25 things we would most like to see in Roswell. None of these are actually happening... at least in the way we'd like them to. Please enjoy and have a happy holidays!

It's not as prestigious as the Beltline but it sure would be nice to have.  The Roswell Loop idea has been around since at least 2006 and was championed by the city leadership.  Unfortunately, the idea was approved at precisely the wrong time... a la the Boutique Hotel.  The economy has put this one on hold.  

If you are unfamiliar with the concept, you can obviously take a look at the map and you can check out this article from C.I.C.L.E. that was originally published in the AJC.  I loved the quote, "The fundamental decision you have to make is whether your money is going to accommodate the four rush hours a day or the other twenty hours."

This project would help give identity to Roswell and it would help foster a much safer environment for cycling and encourage people who aren't bold enough to get out on the open road to get out on two wheels and go for a ride.

Connect the Big Creek Greenway

This is the 18th post in a series of posts this December that will chronicle the 25 things we would most like to see in Roswell. None of these are actually happening... at least in the way we'd like them to. Please enjoy and have a happy holidays!

We really need to get on the ball here.  This greenway should be contiguous from Forsyth to SandySave & Close Springs.  The Forsyth section is well under way and we have completed the greenway just about down to Holcomb Bridge Rd.  As you can see from the map above, there is a conceptual piece of the greenway that is planned all the way down to the southwestern edge of Roswell where it would connect into Cobb county.

What are we waiting on here?  This one is a no brianer.. plus, I could then commute by bike all the way from the mill to Windward Parkway... well, that might be a bit much.

Build the Bike Bridge

This is the 17th post in a series of posts this December that will chronicle the 25 things we would most like to see in Roswell. None of these are actually happening... at least in the way we'd like them to. Please enjoy and have a happy holidays!

We have a $3 million federal earmark for this bridge.  All Roswell needs is for Sandy Springs to commit $360k to the project.  Unfortunately, Sandy Springs has been waffling around on this one. I may not have the most up to date info on it but back in May, Sandy Springs mayor Eva Galambos reportedly said "Nobody in Sandy Springs rides bikes" when discussing the proposal.

I think this is a fantastic idea even with both cities needing to contribute matching funds of approximately $350k.  The enhanced connectivity will benefit both cities.  It will further connect the park system with potential recreation users and will offer a safer, healthier route to bike.

Does Pedestrian & Bicycle Commuting Exist in Roswell?

If you recall from our previous Smart Growth Roswell post, we posed the question "Are most of Roswell's residents able to walk or bike to work?"  As you probably know, one of the key components to successful new urbanism is walkability and connectivity.  We also think that the ability to safely ride a bike is integral to successful urbanism.  So, we wanted to take a look at these two forms of alternative transportation here in Roswell.  Primarily, we wanted to find out just how many of are walking or riding to work. 

Unfortunately, I couldn't find the most up to date statistics on this but rest assured that these numbers probably haven't changes significantly.  According to City Data, in 2000, only 0.1% of commutes in Roswell were by bicycle and 1.1% of commutes were by foot.  Additionally, 84% of commutes were made by solo drivers while another 11% were carpools.  I'd like to see up to date statistics but I think the story would be very similar.  Of course, bicycle awareness in Roswell has come a long way since 2000 just as it has all over the country but there still aren't too many individuals ready to brave the roads to commute to work.  There are also many neighborhoods that lack adequate sidewalks or bicycling facilities.  Now, just because people aren't walking or biking to work doesn't mean that they can't.  

So, to try and gauge where our community actually is, we took a look at a 2007 city survey.  The survey was sent to a sample of 1351 residents and 456 responded.  They were asked to rate their experience and satisfaction on 11 key livability metrics.  Ease of Bicycling in the City was rated as follows; Excellent 12%, Good 21%, Fair 37%, Poor 30%.  This was the largest percentage in the Poor category for any of the metrics that were surveyed.  Next worst were traffic flow/signal timing and ease of walking in the city at 25% and 19% respectively.  This screams loud and clear that we are not where we need to be when it comes to giving Roswell residents adequate alternatives to the automobile.  

That being said, not all is bad.  We are making good progress with the sidewalks with the Holcomb Bridge Rd. project, the connection of the Big Creek Greenway to the Alpharetta greenway and the Midtown streetscaping project.  Additionally, We also have multiple bike boxes.  The one pictured here is at the new Grimes Bridge/Oxbo intersection.  Here's a quick video from StreetFilms about bike boxes if you don't know what they are or how to use one.


Here's what we can look forward to in the future.  This is from the city's transportation plan. The vision for Roswell's bicycle and pedestrian plan consists of three components. 

1. Multi-Use trails along creek systems, parks, and natural areas. 

2. A “Roswell Loop” that establishes the premier bicycle and pedestrian corridors of the city and connects to every major park and civic resource. 

3. A “complete streets” approach on the key roads that connect to parks, neighborhoods, and schools.  

Additionally, Roswell is the only city in Georgia to be designated a Bicycle Friendly Community by the League of American Cyclists.  All in all, we are heading in the right direction but we still have a long way to go before any meaningful percentage of our residents will be able to walk or bike to work.  Let's keep working to get off of this car dependence.
